Navigating the Mandatory SIL Registration Requirements for Your Business

We unpack the end of unregistered SIL in the NDIS, including the new 0138 registration group, key deadlines, and why providers must act now to avoid service disruptions. The episode also covers the new supplementary module, audit expectations, and the parallel registration changes affecting digital platform services.

Chapter 1

The End of Unregistered SIL

Will, EnableUs Community

So, uh, we are officially looking at a massive countdown here. If you are delivering Supported Independent Living—SIL—in the NDIS space, you have until July 1st, 2026. After that, the option to run as an unregistered SIL provider is completely, 100% gone.

Winter, EnableUs Community

July 1st, 2026. That is, I mean, that is a hard stop. It’s not just a soft transition or a phase-in, is it? It’s a total regulatory shutdown for anyone unregistered.

Will, EnableUs Community

Yeah, exactly, it-it-it is an absolute line in the sand. And, you know, the reason we are here is because of some really heavy findings. We’re talking about three massive reviews—the NDIS Review, the Disability Royal Commission, and the NDIS Provider and Worker Registration Taskforce. Plus, two Own Motion Inquiries by the Commission. They basically looked at group homes and SIL and said, look, there are massive gaps in safety, quality of care, tenancy rights, and worker capability. It’s a high-risk setting, so the wild west days of unregistered SIL are over.

Winter, EnableUs Community

Right, because these are people receiving support literally twenty-four seven, or at least most of the day, right in their own homes. The vulnerability there is just... it’s massive. So the Commission is stepping in with a brand new registration group. It’s group 0138, Assistance with Supported Independent Living. Previously, this was mostly tucked under 0115, wasn’t it?

Will, EnableUs Community

Yes! Spot on. It was 0115, Assistance with Daily Life Tasks in a Group or Shared Living Arrangement. Now, if you are already registered under 0115, there is a bit of a silver lining. The Commission is going to automatically update your certificate to include this new 0138 group. But—and this is a massive but, Winter—you can’t just sit back. You still have to comply with the brand-new SIL supplementary module. You’ll be audited against it at your very next audit, whether that's a mid-term or a renewal.

Winter, EnableUs Community

Okay, so even if the system automatically changes the code on your certificate from 0115 to 0138, you aren't off the hook. You’ve still got to face that new supplementary module. But what if you are currently completely unregistered? What is the timeline for those guys?

Will, EnableUs Community

Well, if you are unregistered right now and delivering SIL, you-you-you are in the hot seat. You have to submit your registration application by October 1st, 2026. If you don't meet that deadline, you can't legally deliver NDIS-funded SIL supports anymore. And the stakes here... I mean, think about the participants. If you can’t legally deliver the service, your NDIA-managed participants literally cannot receive support from you. For someone living in shared accommodation, that is a direct threat to their housing stability. It’s not just paperwork; it’s their home.

Winter, EnableUs Community

That is incredibly high stakes. I mean, if a provider messes up this timeline, their participants might lose their daily care or even have to move. That is... that's a massive risk. We're talking about actual lives here, not just a business compliance tick-box.

Chapter 2

Navigating the Audit Bottleneck and New Standards

Will, EnableUs Community

Exactly, which is why we need to talk about what these new standards actually require. It’s not just about having a signed service agreement anymore. The Commission pilot-tested these new standards back in February 2026 with twelve registered providers, and they are structured around four distinct domains. The big shift here is moving from, you know, basic administrative consent to actual, documented choice and control for the participant on a daily basis.

Winter, EnableUs Community

Wait, so what does that actually look like in practice? How do you prove "daily choice and control" to an auditor? It's one thing to have a policy, but how do you show it?

Will, EnableUs Community

Right! You have to show that participants are actively involved in deciding their daily routines, who they live with, who supports them, and how their goals are met. Auditors are going to do site visits, they’re going to interview participants, talk to frontline workers, look at files. They are looking for real, lived evidence. This isn't a desktop audit where you just email some PDFs. It covers twenty-two or more practice standards. It is a full certification audit.

Winter, EnableUs Community

Twenty-two standards? Wow. That is an incredibly high bar. And if you are currently unregistered, you're starting from scratch with this. You've got to write the policies, train the staff, and then... wait, you have to find an auditor. With every unregistered provider trying to do this at the same time, isn't there going to be a massive bottleneck?

Will, EnableUs Community

Oh, the bottleneck is already happening. Auditor capacity across the sector is under severe strain. If you wait until the last minute, you might not even secure an audit date before the deadline, which means you cannot operate. You need to contact an Approved Quality Auditor right now. Don't wait. And if you already have good foundations—like solid workforce training or incident management—you can reuse that. You just need to align it to the new standards.

Winter, EnableUs Community

Okay, so start immediately, map what you have, and get an auditor booked. But, Will, what about digital platforms? I saw something about group 0137 also coming into effect on July 1st, 2026.

Will, EnableUs Community

Yes! That is a really important parallel change. Registration group 0137 is for NDIS digital platform services. If you run an online app or a website that connects participants with workers and handles payments using NDIS funds, you are now in the same boat. You must be registered by July 1st, 2026. The Commission is tightening oversight across the board, whether you are physical SIL housing or a digital intermediary.

Winter, EnableUs Community

So, whether you are managing a group home or running a tech platform, the clock is ticking down to July 2026. This is a massive, massive transition.

Will, EnableUs Community

It really is. If you're feeling overwhelmed or just need to make sure your transition plan is completely airtight, the team at EnableUs is here to help you navigate the registration, the policy writing, and the audit prep. We want to make sure your business—and most importantly, your participants—are protected through this transition. Let's get moving on it.

Winter, EnableUs Community

Absolutely. Alright, let's wrap it up there for today. Talk soon.
